Dogs
CBHA is home to many dogs. We treat them like family here! We only ask that dog owners abide by a few simple rules:
- Dogs must be on a leash or on the owner's property at all times.
- Dogs are not allowed in the community park.
- Members may allow dogs to run loose on the beach adjacent to the bridge. Access is permitted through the boat ramp gate. Keys to the gate may be purchased each year from the front office.
- Any mess or dog feces must be cleaned up and removed by the owners.
As a homeowners association, dogs are an ongoing source of complaints because owners are violating the rules. The issues that we deal with and how they are handled are as follows:
- When complaints are received about dogs running at large owners are given a warning letter and if the violation continues fines are imposed starting at $25 and going up from there.
- Barking dogs are annoying, it disturbs the peace and tranquility of Carlyon Beach. A dog may not bark when the owner is at home but when left alone the dog may bark excessively and disturb the neighbors.
- Defecating (poop) in the bioswales and on the roads. CBHA “ditches” are actually bioswales designed to filter and clean run off from the roads prior to the storm water entering Puget Sound. The check dams and grass slow the water allowing for particles and other impurities to be cleaned prior to going into the storm sewers and Puget Sound. You don’t have to be a rocket scientist to figure out that dog poop is a contaminant! We periodically test the runoff from our roads for water quality and Thurston County monitors the operation of our storm water system. Dog poop contaminates the storm water and adds unsavory organisms.

Horses
Only CBHA members may have horses within CBHA boundaries. Members must clean up after their horses.
